Türkiye offers foreign investors citizenship by investment under the Citizenship Law No. 5901 and its implementing regulations. The programme stands out globally with its competitive investment thresholds, ease of family inclusion and dual citizenship structure. Emir Law & Consulting manages the entire process from eligibility assessment to passport delivery.

Current Investment Requirements

One of the following options must be fulfilled for Turkish citizenship:

  • Real estate investment: Acquisition of real property with a title deed annotation valued at a minimum of USD 400,000; the property must be held for at least 3 years.
  • Fixed capital investment: A minimum of USD 500,000; approval of the Ministry of Industry and Technology is required.
  • Deposit or government bonds: A deposit of at least USD 500,000 in a bank established in Türkiye (minimum 3 years) or purchase of Turkish Treasury bonds.
  • Venture capital / investment fund: Acquisition of fund shares of at least USD 500,000 in a fund established in Türkiye.
  • Employment: Employment of at least 50 persons; with the approval of the Ministry of Family and Social Services.

Application Process: Step by Step

The application is conducted through the Directorate General of Migration Management (DGMM) and concluded by Presidential decree. The process typically takes 3–6 months. Key stages:

  • Investment eligibility assessment and determination of the document checklist
  • Apostille, notarisation and sworn Turkish translation procedures
  • Obtaining the title deed eligibility annotation or capital investment certificate
  • Short-term residence permit application (a prerequisite for the citizenship application)
  • Filing the citizenship application with the DGMM and case follow-up
  • Biometric data and background check
  • Citizenship approval by Presidential Decree
  • National identity card and passport procedures

Family Reunification

The investor's spouse and children under 18 may be included in the same application and apply for citizenship together. A separate document set is prepared for each family member, though no additional investment requirement applies. Children aged 18 and over must file their own applications separately.

Passport and Dual Citizenship

The Turkish passport provides visa-free or visa-on-arrival access to more than 110 countries. As Türkiye permits dual citizenship, you are not required to renounce your existing citizenship (certain exceptions apply). Once the 3-year annotation period for real estate investment has expired, the property may be freely sold.
